UNDP engaged Innovety to strengthen Algeria’s startup ecosystem by conducting a comprehensive needs assessment of A-Venture and allied incubators to identify operational gaps and opportunities.

Based on this, we designed a standardized assessment matrix with clear KPIs and thresholds and developed a 3–4 day Training-of-Trainers program with three core modules for 30+ incubator managers, drawing on methodologies refined through our Innovation Strategy services.

This intervention introduced French training materials, pre/post learning surveys, and a shared evidence-based framework that now enables Algerian incubators to enhance service quality and scale startup support sustainably.

The Context

Since gaining independence in the 1960s, Algeria has maintained a closed economic model, limiting exposure to international markets, foreign grants, and external innovation networks.

This inward approach slowed the development of a vibrant entrepreneurial ecosystem, leaving incubators and accelerators with limited tools, fragile business models, and little access to global best practices. In 2020, the government launched a series of reforms—including the creation of a Ministry of Knowledge Economy and Startups, the Algeria Disrupt program, and A-Venture, the country’s first public accelerator—to catalyze innovation.

Yet, despite these efforts, youth and women’s unemployment remained high, and support institutions continued to lack standardized performance frameworks, structured training programs, and sustainable operating models to effectively serve entrepreneurs.

Against this backdrop, the project’s primary objective was to conduct a thorough needs assessment for A-Venture, design a tailored training plan to address identified gaps, develop customized training materials on business planning using the Mission Model Canvas, and deliver the training while embedding pre- and post-training assessments to evaluate its impact.

Key pain points

  • Closed ecosystem. Limited exposure to global practices and funding restricted incubators’ ability to innovate and scale.
  • Fragile business models. Many incubators/accelerators struggled to define sustainable operating models and revenue streams.
  • No common performance yardstick. Institutions lacked a standardized assessment matrix and thresholds to track progress.
  • Capacity gaps. Managers had limited training in business planning, technology transfer, and M&E tools.

The Solution

Diagnosing Algeria’s incubation ecosystem

Innovety carried out a comprehensive needs assessment of A-Venture and a sample of incubators and accelerators using the Organizational Needs Assessment Framework. Through desk research, interviews, and surveys, we evaluated market positioning, business models, service offerings, resources, and outreach. The findings were consolidated into a report highlighting systemic gaps and opportunities.

Designing a shared performance and sustainability framework

Based on this diagnosis, Innovety developed a standardized assessment matrix with KPIs and thresholds tailored to Algeria’s context. The framework enabled incubators to track outcomes such as startup survival, funding mobilization, and job creation, while also introducing sustainable, duplicable business models to strengthen long-term viability.

Delivering a tailored Training-of-Trainers program

A 3–4 day Training-of-Trainers program was delivered in Algiers, planned for 50 participants and attended by over 30 incubator managers from universities and regional hubs. Three core modules were covered: Business Model & Service Design, Revenue Diversification & Intellectual Asset Management, and Proposal Writing & Fundraising. Sessions combined active pedagogy, practical exercises, and group discussions.

Producing practical resources in French

Innovety produced a full set of training materials in French, including PPT decks, exercise templates, and participant guides, serving as both immediate tools and long-term references.

Embedding monitoring, evaluation, and learning (MEL)

We integrated pre- and post-training surveys to measure knowledge gains, and the final training report consolidated survey results, feedback, and recommendations for future improvement.

Contextualizing with regional experience

Drawing on its work in Egypt’s entrepreneurship and tech-transfer ecosystem, Innovety adapted international best practices to Algeria’s institutional reality, ensuring solutions were globally benchmarked yet locally relevant.

  • Pre- and post-training evaluation instruments implemented, with a consolidated final report documenting participant learning gains, feedback, and recommendations for continuous improvement.
  • Shift toward sustainability: The new framework and training equipped incubators to move beyond grant dependency and implement viable, service-based business models
  • Ecosystem cohesion improved: A-Venture now serves as a reference hub connecting regional incubators under a shared performance language and evidence-based practices
